Testimony before the Arizona Senate Appropriations Committee Regarding Local Regulation of Vapor Products

Many supporters of localized control of age-restricted consumer products purport those local policies will reduce youth vapor product use. Existing data from youth surveys indicate that local policies have not reduced youth use and may have led to greater instances of vaping-related injuries in the fall of 2019. Rather than allowing localities to impose draconian regulatory policies that would essentially prohibit adult access in that particular town and incentivize a black market, state lawmakers should utilize existing tobacco monies to fund robust tobacco control programs to reduce you use of age-restricted products.

The United States Postal Service (USPS) has lost an astounding amount of money over the past fifteen years, bleeding more than $90 billion in red ink since 2007. As seen in the below figure, a high proportion of the USPS’ losses over the years has stemmed from financial decisions within the control of management.

As lawmakers across the country seek to reduce youth tobacco and vapor product use, many have introduced and passed legislation that regulates, taxes, and in some cases, prohibits the sales of such products. This analysis includes state specific information on tobacco and vapor product use among adults in youth in all 50 states, as well as Washington D.C. Each paper examines smoking rates among adults in the respective, youth use of tobacco and vapor products, and the effectiveness of tobacco settlement payments, taxes, and vapor products on reducing combustible cigarette use.
