America’s Race to 6G Gets a Historic Boost

As technology moves forward, so does the need for spectrum to accommodate the digital domain. In early steps toward future 6G wireless technology to address those needs, the National Telecommunications and Information Administration has authorized the study of 4.4 gigahertz band spectrum for possible commercially licensed use. 

NTIA has already authorized the study of spectrum in the 1.6 GHz, 2.7 GHz and 7 GHz bands for the same purpose. The NTIA said four simultaneous repurposing band studies is unprecedented. 

“Congress and President Trump directed NTIA to move with urgency to reallocate federal spectrum for commercial use and ensure the United States leads the world in 6G,” NTIA Administrator Arielle Roth said in a statement. “NTIA has responded to that call. With today’s announcement on 4.4 GHz, every one of our four pipeline bands is now advancing simultaneously — a historic first that demonstrates we are operating with the speed and precision needed to fulfill our mandate.”

In a move to bolster transparency, the NTIA has created a website where Americans can track the status of the four studies. 

In 2025, Congress mandated that the NTIA identify 500 megahertz of federal spectrum to reallocate for commercial use in the next five years. Trump further directed the NTIA to complete its study of the 7 GHz band within 12 months. 

“These mandates are central to ensuring the U.S. leads in 6G,” the agency statement says.

The NTIA said that incumbent federal agencies need the Spectrum Relocation Fund to finance the costs associated with spectrum reallocation, but they must first submit detailed study plans. Those plans establish a clear, executable roadmap for the engineering studies that must be completed for the NTIA to identify spectrum for repurposing while protecting critical federal missions.

The proposal for the 4.4 GHz study must still be reviewed by the Commerce and Appropriations committees before the Office of Management and Budget can release funds for the study.

About a dozen federal agencies now hold spectrum in the 4.4 GHz band, with the Justice and Defense departments being the largest possessors.

Fierce Network reported that the 4.4 GHz band is attractive for 6G expansion because it is free of legacy commercial services, and the Department of Defense usage in that band for radar and tactical systems is relatively straightforward and better understood by the public and policymakers. 

“We believe that operators will enjoy the characteristics of 4 GHz,” Federated Wireless CEO Iyad Tarazi told Fierce Network. “It’s very operator friendly. We’re beginning to build the industry momentum for it.”

Spectrum battles between federal agencies have sparked heated discussions in the past. After the Federal Communications Commission auctioned spectrum in the C-band for commercial use in 2022, the Federal Aviation Administration claimed use of the spectrum could affect altimeter readings and issued a rule that restricted more than 6,800 aircraft from using automated flight systems in low visibility.

In 2020, former Department of Transportation Secretary Elaine Chao balked at an FCC plan to reallocate spectrum in the 5.9 GHz band for Wi-Fi use that was then allocated for Dedicated Short Range Communications to allow car-to-car communications and help prevent accidents. But that spectrum was woefully underused by DOT, and many car manufacturers have already adopted alternative technologies.

Congress has renewed spectrum auction authority for the FCC, and that federal agency plans to begin auctioning more spectrum in the upper C-band on April 27, 2027. That spectrum will be ready for deployment in 2030, experts say. The One Big Beautiful Bill specifically exempts spectrum in the 3.1-3.45 GHz and 7.4-8.4 GHz bands from auction. Both of those bands are heavily used for military services. 

The NTIA appears to be quickly moving on its congressional mandate, which will benefit Americans in the future as wireless carriers race toward 6G. The lesson from past spectrum squabbles is clear: when bureaucracies sit on valuable airwaves, innovation stalls and consumers lose.

Policymakers should keep the pressure on to ensure this unprecedented momentum doesn’t fizzle into typical Washington delay.
