TPA Testifies Against Colorado’s Right to Repair Legislation

Last week, TPA submitted written testimony against HB 1121, legislation that would force device makers to work with unauthorized third-party repair shops to repair consumer electronics. While well intentioned, this bill would come at the expense of intellectual property rights, freedom of commerce, commercial good-will, and consumer safety.
Oftentimes, unauthorized and unaccountable third-party repairs result in consumers’ personal information ending up in the hands of malicious actors. As policymakers in Colorado, and across the nation, push for consumer privacy protection in consumer technology, right-to-repair bills undermine these efforts.
Unfortunately, the bill was approved by the committee. As the bill moves along the legislative process, TPA urges policymakers to safeguard consumers’ privacy and security and vote against the bill. The full testimony can be found below.
