S9899:
This bill, introduced by New York State Sen. Robert G. Ortt (R-62), would prohibit any state agency from prohibiting the sale of motor vehicles based on its energy source or fuel. This is to discourage the state from banning gas-powered cars amidst the encouragement from federal and state elected officials to move toward electric vehicles (EVs).
The bill, which was has been referred to the State Senate Rules Committee, would safeguard New York manufacturers and drivers from facing a gas-fueled automotive ban in the future. While moving toward electric vehicles may be a well-intentioned goal, it is not the most cost-effective option for all New Yorkers. In some areas, it may not even be sustainable at all. Taxpayers of the Empire State should have the option to choose what kind of vehicle is best for their needs, without the fear of government social engineering.
Background:
The Inflation Reduction Act of 2022 (IRA) was signed into law with many incentives for companies and consumers to choose “greener” alternatives. Most of those incentives have ended up being better for special interest groups than consumers. While consumers can claim an electric vehicle tax credit of up to $7,500 for a new EV purchase, this credit most often flows to the most affluent members of society. Further, compared to other green energy credits, EV tax credits are the least cost-effective in reducing emissions.
Proponents of EVs say they are the future. That may be the case. However, current EV capabilities lack the affordability and reliability that typical gas-powered motor vehicles provide the average American consumer. In fact, problems with EVs are widespread. Low-range batteries, difficulty in cold climates, insufficient or faulty charging stations, and high price tags are common concerns shared by many consumers who cannot afford to overlook them. Car manufacturers like General Motors, Ford, and Volkswagen (among others) are reducing or delaying their EV production entirely. Consumers have made it clear; EVs are a fine choice for some car buyers, but not most.
It is for these reasons, among others, that TPA is pleased to make S9899, as introduced by State Sen. Robert G. Ortt (R-62), its State Bill of the Month for September 2024.
