Introduced by Ohio State Rep. Brian Stewart (R-12) and State Rep. Marilyn John (R-76), H.B. 298 would legalize and regulate internet gaming in Ohio. The bill was introduced in the Ohio General Assembly in May and referred to the House Finance Committee shortly thereafter. It is still awaiting approval.
Online gambling is becoming increasingly popular across the country. Whether that is to spice up enjoyment of a sporting event or to try and make a few extra dollars on the side, utilizing skills at card games, options are on the rise. This bill would bolster consumer choice while allowing gaming operators to grow their businesses. H.B. 298 would authorize internet gambling in the state of Ohio, which would be regulated by the Ohio Casino Control Commission (CAC). It would regulate internet gaming like how it currently regulates sports gambling, which is already legal in the Buckeye State.
Legalizing internet gaming will increase revenue for the state. It will also increase traffic to land-based casinos and sports betting platforms. A recent study by the Sports Betting Alliance found that the average revenue growth rates of land-based casinos increase by two percent after the introduction of online gaming. The study also found that total gaming revenue (both online and land-based) in states with online gaming increased by 46 percent after online gaming was introduced. There is massive potential for economic growth with the simple passage of this legislation.
Revenue derived from the legalization of internet gaming will benefit the residents of Ohio. Roughly 99 percent of the proceeds will be deposited in the General Revenue Fund (GRF). The rest will go towards the Problem Gambling Fund. The Problem Gambling Fund will be used to support programs focused on assisting those with problem gambling habits or addictions.
H.B. 298 would be an important step in legalizing responsible gaming in Ohio. Prohibitions in states across the country only serve to limit freedom of choice and stifle economic opportunities before they can even begin.
Ultimately, it is up to the residents of the Buckeye State how they want to spend their hard-earned paychecks. If some want to find entertainment in games of chance or skill online, that is more than their prerogative. Further, this expansion of choice comes with economic benefits. Contrary to the opponents of the legislation, this bill would expand tax revenue and consumer choice within the state, while providing safeguards regarding the possible dangers of gambling.
