Watchdog Launches Billboard Campaign Backing Baltimore City IG’s Fight for Transparency

BALTIMORE, MD — The Taxpayers Protection Alliance (TPA) today announced the launch of a three-billboard campaign supporting Baltimore City Inspector General Isabel Cumming in her ongoing dispute with Mayor Brandon Scott as she continues her battle for access to public records.

The billboards are strategically located to maximize visibility for Baltimore-area commuters and residents, including: 

  • I-95 at the Fort McHenry Toll Plaza 
  • I-895 at East Lombard Street (north-facing) 
  • I-895 at East Lombard Street (south-facing) 

The campaign underscores the importance of open government, accountability, and the right to access information. Legislation currently being considered in the state legislature, SB 991 and HB 1620, would codify these principles by ensuring inspectors general have access to the records they need to investigate waste, fraud, and abuse. 

“Transparency is not optional—it’s fundamental to good governance,” said TPA President David Williams. “Inspector General Cumming is standing up for taxpayers and the rule of law by insisting that records be made available to the watchdog’s office. We’re proud to support her efforts and to remind elected officials that accountability doesn’t end when it becomes inconvenient.” 

TPA’s billboard initiative aims to raise awareness about the importance of independent oversight and to urge city leadership to end its misguided war against the Inspector General’s office.
