WASHINGTON, D.C. – Today, the Taxpayers Protection Alliance (TPA), alongside a coalition of a dozen free market organizations and taxpayer groups, sent a letter to the New York City Council urging local lawmakers to reject the Delivery Protection Act (DPA). The DPA would impose new regulations on delivery services including a new licensing regime, significant recordkeeping obligations and extensive employment requirements while restricting the use of contracted companies. In the letter, TPA and the other organizations warn that the legislation would impose costly new mandates on the delivery industry, threaten independent businesses, limit worker choice, and ultimately increase costs for consumers.

David Williams, President of the Taxpayers Protection Alliance, offered the following comment:

“New Yorkers are already facing high living costs, and the last thing they need is another costly regulatory scheme that threatens small businesses and raises prices. The Delivery Protection Act goes far beyond reasonable worker protections. This legislation would almost certainly have adverse effects on the delivery services industry in NYC. According to a New York Post report, over 5,000 delivery jobs could be eliminated, and 15 warehouses could be shutdown. The DPA would destroy New Yorkers’ livelihoods and result in fewer opportunities across the city.

“Worker protection should not come at the expense of worker choice. Independent contractors and delivery companies provide valuable opportunities for entrepreneurs to build businesses and compete. Government should focus on enforcing existing laws and addressing specific safety concerns—not dictating how private businesses must operate or forcing workers into a government-preferred employment model.

“Large corporations may absorb these new compliance costs–albeit, through higher prices for consumers–but smaller businesses will have a much more difficult time complying. The law threatens the survival of independent operators who simply cannot afford another costly mandate. New York City Council must reject the DPA and focus on genuinely pro-worker and pro-consumer policies.”
