WASHINGTON, D.C. –The Taxpayers Protection Alliance (TPA) today praised the Food and Drug Administration’s (FDA’s) decision to authorize Zyn nicotine pouches to be marketed with a Modified Risk Tobacco Product (MRTP) claim, recognizing them as demonstrably less harmful than combustible cigarettes.

The approval represents a significant victory for evidence-based regulation and consumer choice. By allowing manufacturers to communicate truthfully with adult consumers about relative risk reduction, the FDA has taken a measured, science-first approach that respects both public health and individual decision-making autonomy.

“This decision proves that a light-touch evidence-based approach delivers for consumers,” said David Williams, President of TPA. “The FDA’s authorization of Zyn products with an MRTP claim shows that policymakers can embrace harm reduction without resorting to bans or heavy-handed mandates. Consumers deserve accurate information about less harmful alternatives to cigarettes. And adults deserve the freedom to choose less harmful alternatives without Washington bureaucrats second-guessing their decisions.

“Countries around the world that are banning these products should take notice—prohibition and fear-mongering don’t work, but evidence-based policy and consumer freedom do.”
