The Taxpayers Protection Alliance (TPA) is a non-partisan, non-profit organization dedicated to educating the public through the research, analysis and dissemination of information on the government’s effects on the economy. TPA, through its network of taxpayers, holds politicians accountable for the effects of their policies on the size, scope, efficiency and activity of government and offer real solutions to runaway deficits and debt. Through blogs, commentaries, and special spending alerts, TPA publishes timely exposés of government waste, fraud, and abuse.  Recognizing the importance of reaching people through traditional and new media, TPA uses blogs, Twitter, Facebook, Instagram, and user-generated videos to reach out to taxpayers and government officials. Ultimately recognizing that the greatest power of change rests with the millions of Americans across the country who are ready for a smaller, more accountable government, TPA is a catalyst for connecting taxpayers to their elected and unelected officials.

The Taxpayers Protection Alliance Foundation (TPAF) is a non-partisan, non-profit organization dedicated to educating the public through research, investigative reporting, and analysis about the effects of excessive taxation and spending by all levels of government. TPAF also educates the public about government transparency and openness in the United States and around the world. Through blogs, commentaries, special spending alerts, and media appearances, TPAF publishes timely exposés of government waste, fraud, and abuse. Recognizing the importance of reaching people through traditional and new media, TPA utilizes blogs, Twitter, Facebook, and user-generated videos to reach out to taxpayers and government officials.

David Williams - President

David Williams is the President of TPA.  In his 30 years in Washington, DC, David has become an expert in finding and exposing government waste and has helped fine tune criteria in identifying and ultimately eliminating earmarks.  David has appeared on numerous television, radio, and print outlets such as ABC World News Tonight, The Jim Bohannon Show and The New York Times.

David’s international expertise ranges from appearing on government waste panels in South Korea and France and he has also advised taxpayer groups from around the world and was instrumental in helping form a taxpayer group in Great Britain.

Dan Savickas - Vice President of Policy and Government Affairs

Dan Savickas is the Vice President of Policy and Government Affairs for TPA. Prior to his time at TPA, Dan was Regulatory Policy Manager at FreedomWorks and also worked as a technology/telecommunications policy associate at Americans for Tax Reform. He has also spent time working on a number of state and local campaigns in his native Westfield, NJ. Dan graduated from American University with a Bachelor of Arts degree in Political Science and a minor in Statistics. His works have been featured in publications such as RealClearMarketsThe Hill, Washington Examiner, Townhall, and American Banker, among others.  

Johnny Kampis - Director of Telecom Policy

Johnny Kampis is the Director of Telecom Policy for the Taxpayers Protection Alliance and Taxpayers Protection Alliance Foundation. Kampis formerly served a similar role at Watchdog.org. Over the course of his nearly 20 years in journalism, he has been published in such outlets as the New York Times, Time, Fox News and Daily Caller. He is the author of the book “Vegas or Bust: A Family Man Takes on the Poker Pros” (ECW Press, 2018), detailing his adventures at the World Series of Poker.

Kara Zupkus - Director of Marketing and Communications

Kara Zupkus is the Director of Marketing and Communications for the Taxpayers Protection Alliance. After graduating from The George Washington University in 2019 with a Bachelors in Political Science, Kara joined Young America’s Foundation where she worked for 3 years overseeing their digital strategy and media relations, and training college students on conservative outreach and activism – eventually serving as spokeswoman. She then joined Congressman Dan Crenshaw’s team in 2022 as Communications Director, where she spearheaded all external communications for Rep. Crenshaw, including social media, press interviews, mass mailers, op-eds, and speeches. Her writing has appeared in the Wall Street Journal, USA Today, and National Review – among others. She originally hails from the Chicago suburbs and is a proud Cubs, Blackhawks, and Bears fan.

Michael Mohr-Ramirez - Director of Federal Affairs

Michael Mohr-Ramirez is TPA’s Director of Federal Affairs. Prior to joining TPA, Michael was Legislative Correspondent for Rep. Tony Gonzales (TX-23), where he handled foster care, education, and budget issues, as well as working on appropriations. Michael began his career working on local campaigns in Westfield, NJ before interning for Rep. Leonard Lance (NJ-07). He then spent the 116th Congress with Rep. Will Hurd (TX-23), rising from intern to Legislative Correspondent before he graduated from The Catholic University of America with a Bachelor of Arts in Politics.

Juan Londoño - Chief Regulatory Analyst

Juan Londoño is Chief Regulatory Analyst at TPA. Before joining TPA, Juan was a Policy Analyst at ITIF, where his research focused on immersive technologies. Due to his work in this field, Juan was selected by the OECD to participate at the Global Forum on Technology’s focus group on immersive technologies. Prior to that, Juan worked as a Technology and Innovation Policy Analyst at the American Action Forum. 

Juan holds an M.A. in economics from George Mason University and a B.A. in government and international relations from the Universidad Externado de Colombia.

David McGarry – Research Director

David McGarry is Research Director at TPA. He has written extensively on a wide range of topics related to technology, government accountability, and consumer choice. He has reported on tech policy and telecommunications, particularly at the Federal Communications Commission and on Capitol Hill. In addition, his analysis has appeared in such publications as RealClearPolicy, Techdirt, Reason, and National Review.

Christina Smith – Director of the Consumer Center

Christina Smith serves as the Consumer Center Director for Taxpayers Protection Alliance (TPA). Prior to joining TPA in 2025, she worked on public policy for other like-minded organizations and participated in political campaigns at the presidential, congressional, state, and local levels. Christina also served as Regional Director for Representative Rod Blum (R-Iowa). Christina graduated from the University of Iowa in 2016 with a Bachelor of Arts degree in English and Philosophy. Hunter Hamberlin – Director of State Affairs

Hunter Hamberlin is TPA’s Director of State Affairs, where he leads the organization’s state-level initiatives, working closely with elected officials, private sector, and nonprofit allies to advance public policy that promotes taxpayer transparency, responsibility, and consumer choice.

Prior to joining TPA, Hunter led outreach efforts for a DC-based management consulting firm while engaging experts in the fields of financial services and special situations. He also covered telecom/spectrum, energy, the Ukraine-Russia war, airlines, and tobacco. Hunter also worked at ALEC as part of their public sector membership team, where he was in charge of a diverse group of states.

Hunter received both his B.A. and M.A. in political science at the University of Memphis. He is an avid sports fan and lives in Houston, TX.

Ross Marchand – Senior Fellow

Ross Marchand is a senior fellow for TPA. Ross is an alumnus of the Mercatus Center MA Fellowship at George Mason University.  He has interned for the Texas Public Policy Foundation and the American Legislative Exchange Council, analyzing and blogging on a variety of public policy issues ranging from higher education to fiscal policy. In the summer of 2015, he interned for the Lithuanian Free Market Institute and produced commentary on the European Union’s emerging Capital Markets Union. His current research interests include disability insurance reform and the role of state-level liability structure in abating environmental contamination.

His work has appeared in numerous publications including the Wall Street JournalForbesThe Denver Post, and the Washington Examiner

Mazie Goodlett – Digital Media Coordinator

Mazie Goodlett is the Digital Media Coordinator at the Taxpayers Protection Alliance, where she helps shape and share the organization’s message across digital platforms. Before joining TPA, she worked in policy and advocacy roles at Delta Strategy Group and the American Cotton Shippers Association, focusing on issues like agriculture, trade, and financial services. She earned her B.A. from Washington and Lee University in Politics and Studio Art and enjoys bringing a creative eye to communications and public policy work.

Martin Cullip – Nonresident Fellow

Martin Cullip is a nonresident fellow for TPA, who focuses on tobacco harm reduction. He is a former company director who has written on free market and lifestyle consumer issues for more than 15 years. As a consumer advocate for all forms of tobacco harm reduction he has a keen interest in the nicotine market and the politics surrounding it. Martin is a former Chair of UK educational charity, The New Nicotine Alliance, and has taken part in parliamentary, consumer, industry, and political events on the subject domestically and internationally.
